"Add New window" / "New incognito window" tasks not there

I want to be able to make an incognito / new window like Google Chrome in the picture.

This is strange, because on my machine the tasks (eg. "New window", and "New incognito window") both show up, but in a fresh VM it doesn't show up. My guess is that it was working at one point (eg. it successfully registered with the OS that these tasks were available), but it broke some time later so it's missing on new installs.

These menus appear for me, but do not work. Its icons don't appear, and when clicked it says it doesn't exist.
