BinaryPrefix is actually implementation-neutral (because it has no reference to implementing classes used at runtime) but should probably best go to "uom-systems:common" since defined by IEC 60027-2, not ISO/IEC 80000. Another alternative could be uom-lib:common, which is also implementation neutral.
