Add ability to specify Marathon registration URL

Currently, the Marathon registration URL (i.e. the address to Consular) is composed of the listen address and port. The address that Consular listens on may not necessarily be the address that is can be reached on, for example if there is some kind of port forwarding then the address will differ.
