SLPS-00279 C1 - Circuit (Japan) Part of game menu is broken

How to reproduce:

Start NEW game > Type your name > Choose difficulty and car > Scenario > Select rival and you'll see this glitch

Tested with "Disable All Enhancements" option enabled. Tried Software rendering and Vulkan.

Windows 11, duckstation version - 0.1-6354-gcdea4eb6 (master)

Update. No such issue on Beetle PSX HW

@PowerDuckSamurai This one works fine for me. Maybe it's a windows 11 specific problem. What are your computer specs?

@sigarettenstank Tested it on my second PC with RX6600 and Windows 11. It's the same.
And tested on Ubuntu 23.10, it's the same on linux too.
So, I think it's AMD specific problem then.
