[UWP][iOS/Android][Cards] Expand and Collapsed buttons are the width of the card

Current behavior

Expected behavior

Button hit box should be the width of the button, not the card

How to reproduce it (as minimally and precisely as possible)

1. Launch app
2. Select Cards control
3. Press on the bottom right corner of the Outlined Card with supporting text and expander
4. Notice that the expand button is triggered

NOTE
Due to the button being very wide, the ripple effect when clicking the expand or collapsed button is too large
