Widget creator broken

Intended to include a "Widget Creator" such that https://public.my.wisc.edu/web/widget-creator would be a thing. But it's broken.

@thevoiceofzeke pulled the widget creator out into its own project: https://github.com/UW-Madison-DoIT/widget-creator

I've refactored the controller to not rely upon localStorage, and to be a little more straight forward.

I'll set up Jenkins jobs for the new project and see it into test

Not still an issue. Widget Creator broken out into its own project, and publicly available as deployed.
