TODO: Add new class of expiration tests using uptuf's time override

Now that upTUF PR 22: allow custom override of system clock is merged, we should add some integration testing that employs these manually updated times in attacks. Currently, the manual time override is tested in the Primary and Secondary tests, but there are no integration tests yet that use this feature (for example as an additional way to perform expiration tests).
