Expand versioning schema to accommodate other model types and primary regions

I'm actually leaning toward just moving the loc and root to after the version number and just making USEEIO implicit so we only use it in contexts when its not clear. That is because all these models are USEEIO family models so my earlier change to make these two components part of this core name is problematic
