When reports are clustered, clicking 'zoom in' should (I assume) take user to the best extent that shows as many individual reports/smallest clusters as possible.

Currently, 'zoom in' zooms in at seemingly random and unpredictable levels. A 2 report cluster might take several "zoom in" clicks to divide them.

Example: testing.ushahidi.com

Look at Uganda near Mbara (31.12442,-1.04844) at 1:7 extent -- 2 report cluster.
Zoom in causes the map to zoom in a click as the points wander off the screen (still clustered).

Zoom in behaviour has never been great here. I don't think this is a blocker for 2.7 but it could be improved in future.

Can't really replicate the issue. Zoom in is centering things pretty well for me. Is this still current?

Can confirm that the example I give above now seems to more effectively zoom-then-center keeping the target points on screen.
