Generate a VPAT for USWDS

Background

As an agency customer
I would like to see a Voluntary Product Accessibility Template (VPAT) for USWDS
So I know can evaluate the design system for accessibility

Section508.gov recommends generating a VPAT™ for any technology that’s intended to be marketed to the Federal government.

**Acceptance criteria **

• USWDS uses the VPAT™ to make specific statements in simple recommended language to demonstrate how its features and functional characteristics of meet the Revised 508 Standards.

Tasks to complete this issue

• Generate a VPAT for USWDS
• Publish information on the VPAT

Definition of done

• Acceptance criteria met

Re-ran tests because so much content has added since my initial review. I'm finding very few outright errors, but a lot of judgment call warnings that I'm manually reviewing. Pairing with @wbyoko on the errors this week.

My understanding is that someone else (David S. maybe?) was working with the USWDS team on this @brunerae so I should probably untag myself on this item. @thisisdano is definitely the authoritative voice regarding this.
