Describe the bug

A change was made in 2.11.1 to darken the mobile menu overlay to match modal. Because it uses background and opacity the overlay is too dark.

Steps to reproduce the bug

  1. Go to header
  2. See dark background

Expected behavior

Background should be lighter.

  • USWDS version: 2.11.1
  • Device: Laptop
  • Operating system: Windows 10
  • Browser and version: Edge 89.0.774.57 | Firefox 88.0b1

Additional context

We should update the background to match overlay or lower opacity.
