Blank dictionary crashes with unhelpful message #13

Having a zero-character dictionary.csv file causes most masterfile commands to crash with a

pandas.errors.EmptyDataError: No columns to parse from file

error.

Probably, this should not be a crash bug (maybe a warning?) but it should definitely say why it's crashing if it's gonna crash.
