URL fragment navigation not working

It's possible this has been addressed before, but I can't seem to get URL fragment navigation working when navigation to id="fragmentd" on the current page.

Does this work?

So I had an epiphany right after I created this issue, maybe it could be the shadow dom, and that seemed to be the cause. Leaving this here and closing instead of removing in case anyone doesn't realize that
