This PR re-introduces the resolver flow into the provider's service. The provider files (
_SHA256SUMS,_SHA256SUMS.sig,_<os>_<arch>.zip) are initially downloaded locally and then uploaded to the resolver storage.The proxy mode is fully reworked and is now achieved by the absence of the resolver (
== nil).
