Static chip preprocessed trace #140

Currently, the static data is contained in the main trace of the static data chip. Instead, it should be contained in the preprocessed trace. Move the static data into the preprocessed trace and ensure the pre-existing tests still pass.

Depends on #143 on my chosen path to resolution.

Closing this as not the right problem to solve. The program and static data should be in the main trace, not the preprocessed trace, so that the circuit is universal. Opened #155 to track that issue.
