Libraries should include a "kobweb.json" in their metadata
Libraries should be able to configure their "public" resource folder (like apps)
Libraries should be able to declare a head block (like apps)
Apps currently pull in resources from non-kobweb dependencies (usually discarded but not if the library has a "resources/public" folder in it)
the process leaves stale resources from previous builds
duplication handling can be better
