Run Policy generator on scaffold

When scaffolding a model it would be nice if its corresponding policy was created. Eg, scaffold customer creates a CustomerPolicy at the same time.

I actually tried to fix that at some point, mostly for the model generator, I don't usually use scaffold. I couldn't figure out how to get that to work. Rails generators are pretty weird.
