As part of new Riot Desktop builder flow, we need to have a branched / tagged version of riot-desktop.

I believe we can tweak / leverage the usual release.sh script from JS SDK for this.

Adapt release script for riot-desktop

This allows the bulk of the release script to be used for riot-desktop, while
skipping the NPM and develop branch parts that do not apply.

Add a release script

This adds a release script based on the JS SDK one used elsewhere for Riot. It
disables pushing to NPM, since that's not relevant here.
