The python-paramiko version ((2.4.2-0.1) provided by Debian 10 (https://packages.debian.org/buster/python-paramiko) seems to be too old.
The issue seems to be fixed in python-paramiko 2.5:

python-para 2.6.0 can be installed from buster-backports: https://packages.debian.org/buster-backports/python-paramiko
