Problem encountered

It is possible to suspend a market in governance suspension via governance more than once.

Observed behaviour

It is possible to suspend a market in governance suspension via governance more than once.

Expected behaviour

It should not be possible to suspend a market in governance suspension via governance more than once.

Steps to reproduce

1. Submit `xyz` transaction
2. With this payload
3. Query `abc` API
4. Observe the error
