Problem encountered

Datanodes getting behind when network history IPFS retention is configured to be on

Observed behaviour

Datanodes getting behind when network history IPFS retention is configured to be on

Expected behaviour

Datanodes not getting behind when network history IPFS retention is configured to be on

Steps to reproduce

Run a datanode on a network until there are enough blocks produced that network history starts deleting old segments from ipfs
