index.d.ts not recognised in "packages/*" when running tsc in "apps/web" folder

Summary

Hello community! I kindly ask for your help. When I compile my packages/* with tsc all runs well. But when I run tsc in my apps/web project it returns compilation errors from packages, related to reference stored in index.d.ts in individual packages.

For example I have several:

declare module "xxx" 
declare module "yyy"

in packages/foo/src/index.d.ts

These are correctly processed by tsc in individual packages, but raise compilation errors such as

../../packages/foo/src/file.ts:1:1 - error TS2304: Cannot find name 'xxx'

The easiest way to solve this is to add new "packages.d.ts" to the apps/web folder and coppy out all the information from individual .d.ts files there, but that feel dirty.
