Notify user about Tor being disabled when making a transaction.
Give the user three options when the following requirements are met:

User clicked on the confirm button
User has either Tor disabled or Tor couldn't start
The options:
Start Tor and proceed
Proceed without Tor
Cancel the confirmation

In the action sheet explain to the user when Tor is not used there is no IP obfuscation.
