Update 3id-utils to support NEAR accounts. Add unit tests.

Implemented in feature branch.

Needs chainRef before testing. Have asked for details on Ceramic discord.

Now a new error: Error while resolve V03ID from node_modules/@3id/manager/src/migration.ts:146:11
