Deprecate GOV-Id Types

MAIN vs KSP:
Distinction per event type is problematic (MARR, BURI aren't always religious events), and multiple GOV-Ids for the same place name cannot be exported easily via _LOC.

Therefore, keep and use the type only for existing entries. When exporting, ignore multiple GOV-Ids for the same place name (do not export KSP in that case).
