If there is no description for an object for a specific year, fall back to a description for some other period (in particular if that is this object's only description)?

See e.g. France

which in the revision from 2019-08-21 only has the following labels:

heißt 2017 (auf deu) Frankreich,
heißt 2017 (auf eng) France,
heißt 2017 (auf fre) France,
