There should be a way to specify the path to config.ini, the worlds directory, and the plugins directory. For the latter two, these could be options in the config.ini file itself, or, possibly in addition to config.ini, they could be specified via command-line options.

This should keep differences between Windows and Linux paths and filenames in mind: OS-specific path varibles, case-sensitiveness, etc.
