This could mean one of two things. Minimal needed to build and run cppmm (needs LLVM 11), or the minimal needed to build and test openexr-rs/openexr-sys. For development's sake, It is probably best to include building cppmm.

There's a Dockerfile that is included in this issue that is sufficient for using VSCode's dev container addon: buildenv.tar.gz
