All repos have bad time zones, regenerate everything?

What's the status on this? There are a number of repositories I'm unable to clone because of this error.

This is a big job. First, the bug needs to be fixed (how? just patch gitrb and hope it doesn't have any other bugs like this? move to libgit2?). Then all the repos need to be regenerated and uploaded. Finally, this needs to be coordinated with vim-scripts.org users who will suddenly get cryptic errors and need to delete and re-download their repos.

Unfortunately (or fortunately?) DAYJOB is keeping me slammed. I haven't formed a good plan to fix this yet, much less actually start slinging code. Not sure when I will.
