Horiz and Vert contraints not working on Mac #1

Just downloaded ver 2.3 for Mac. Right out of the box, horiz and vertical constraints seem to do nothing. I highlight a line, set a vertical constraint, and a purple V is placed near the line, but the line does not go vertical. Same true for horiz. See below.
