requirements.txt specifies no joblib version for python 3.10 #70

The condition on joblib==1.2.0 for python 3 specifies > 3 and < 3.10. There is no condition that includes python 3.10.

I've discussed with a colleague and it seems using python 3.10 at the moment wouldn't work. Please use 3.7 instead. Apologies for the confusion.

@creukersVF So, we cannot use 3.9 or even 3.8?
