chore: upgrade babel and release-scripts

• Upgrade release-scripts so we can publish with pnpm
• Upgrade babel so CI with node 20.6 passes (Build issue: "Cannot redefine property: File" with Node.js 20.6.0 #14299)

I know it was merged 5 minutes ago and CI literally hasn't even passed yet, but is there a chance you'll cut a Vite release ASAP, so we can all fix our vite installs? :)

EDIT: you can just run npm update @babel/core @babel/traverse @babel/types in ur repo and itll fix it!
