Describe the bug briefly

reproduce the risk by following steps:

1. always transfer in a single direction from BSC/ETH to VITE, resulting in the vault locked in vite contract become nearly ZERO

1. Transfer was failed after the third relay has approved the hash. blockscan
   

2. Once the transfer failed, the subsequent transfers will always fail. Logs in Relay
