Toolbar overflow does not work on mobile (iPhone 10)

Short description
When the toolbar overflow button is clicked on the toolbar using an iPhone, the extra toolbar items do not scroll into view.

What is current behavior
Nothing happens when the toolbar overflow button is clicked using an iPhone. This prevents being able to access toolbar items that are not in the initial view on the toolbar.

What is desired behavior
The toolbar will scroll the extra toolbar items into view when the overflow button is clicked.

I am not sure which change fixed this issue, but this is now working in the master branch.
