Implement validation of actions across SHACL rules

SHACL rules will be defined (see #3664). Those rules should be applied on loading of a dynamic action into memory and pool. One of the candidate for the implementation of this validation is https://github.com/TopQuadrant/shacl, although other alternatives should be considered.
