Why this issue has been closed? There is an option for password reset, but I think it is available only for administrator (vivo-project/Vitro-languages#46).

This should be higher. This is a really a missing feature, and implementation is long overdue.

Agreed; this is sorely needed as a standard feature. I've assigned this issue to myself. I've added this feature in the past; I should be able to generalize for a PR into core.
