Add documentation for DOI claiming tool

The DOI/Pubmed claiming tool seems not to be documented in the documentation for 1.13.

Describe the solution you'd like
A sub page to https://wiki.lyrasis.org/display/VIVODOC113x/Editing+Your+Profile#EditingYourProfile-PositionsandPublications maybe? Are there better places? The whole section "using VIVO" is rather sparse.

@hauschke The documentation added for forthcoming VIVO 1.14.0 at https://wiki.lyrasis.org/display/VIVODOC114x/Editing+Your+Profile#EditingYourProfile-PositionsandPublications

If description is correct, I will multiple that in the documentation for 1.13, 1.12, and 1.11
