Is your feature request related to a problem? Please describe.
Numerous skills might be needed for reviewing a VIVO/Vitro PR. It might be complicate to find a person with all skills available and willing to perform review.

Describe the solution you'd like
The Pull Request Template should be update to allow Pull Request creator to define needed skill by reviewers.
