Lack of zero minutes/seconds select options on date time interval form

Describe the bug
Date time interval form doesn't contain options to select 00 minutes and 00 seconds.

To Reproduce
Steps to reproduce the behavior:

1. Create a project
2. Add date time interval to a project with zero minutes and seconds.
3. No select options for zero minutes and seconds will present on the form to select.
