For now, once a volume is created its impossible to change the size of the volume. Till such time docker supports a "docker volume " option the admin CLI can be used for this. To start, could support changing the size of the disk.

PR #583 has created the infra to allow updating volume attributes. Currently access-mode is supported, the new capability can be extended as needed to include more volume attributes as needed. Closing this issue as #583 adds the capability requested here.
