Choose between specific groups when activating vocabs

Currently you are thrown into queries with all inactivated vocabs, regardless in which group they are. We need a table to select which groups we want to add for activation before starting the query

1. If staged don't redirect to /learn/direction directly after clicking the button in PackageOverview
2. Create a screen "staged selection" that displays all groups that have staged vocabs.
3. From there redirect to /learn/direction where vocabs of selected groups get fetched
4. Start query
