As noted by @fosslinux in void-linux/void-packages#23126:

RE: tlmgr. Hm, yes, I see the use for user mode. When this is documented in Void Docs, however, I think we need to make it clear that it is completely unsupported to use tlmgr for installing stuff system-wide.

@fosslinux: void-linux/void-packages#24013 aside, how inaccurate is this section now that void-linux/void-packages#23126 has been merged?
