Is any of the readme or license in English? I keep seeing .exe this, .exe that... can this even be built for Linux?

The license is MulanPSL-1.0 https://spdx.org/licenses/MulanPSL-1.0.html

It should work on Linux.

The English part is at the end of the license file.
