the file volcano-development-arm64.yaml is not updated when execute the command :make update-development-yaml #1568

What happened:
the file volcano-development-arm64.yaml is not updated

What you expected to happen:
the file volcano-development-arm64.yaml is also updated when execute the command :make update-development-yaml
How to reproduce it (as minimally and precisely as possible):
