bareos::director::messages has settings in the wrong order #17

The setting "Mail Command" should be before "Mail" and "Operator Command" before "Operator" for them to have an effect.

Quote from the docs:

Please note: any Mail Command directive must be speciﬁed in the Messages resource before the desired Mail Dir Messages, Mail On Success Dir Messages or Mail On Error Dir Messages directive. In fact, each of those directives may be preceded by a diﬀerent Mail Command.

This should affect all messages resources (client, director, storage)
