Table组件采用sticky随页面滚动后，横向滚动条滑到底部但是不是完全底部的时候，横向滚动条会被遮盖

Steps to reproduce

开启sticky属性，开启summary并设置fixed为bottom ，开始竖向滚动到底部，在快滚动到底部的时候，横向滚动条会消失（应该是被summary生成的元素覆盖了），直到表格底部触底，横向滚动条才会生成出现在底部

What is expected?

滚动条在滚动过程中，能提前设置或者提前触发生成滚动条

What is actually happening?
