Since 0.27.20, a variable that isn't declared before will not report "cannot find name XXX" #508

Hi Author,

It seems that since 0.27.20, there's a regression that a variable that isn't declared before will not report "cannot find name XXX".
Instead it is simply typed as 'any'. The issue happens both on the template and script(ts) block

Before 0.27.20, everything is ok.
