Refactor TypeScript language service for the future

Feature Request

There are three main issues.

1. TypeScript language service is slow when sometimes.
2. Many features need to be based on TypeScript language service. Like: <script setup>, ref sugar.
3. We can't detect updating files in node_modules.

Expected improvement:

• Only necessary updates Remove LanguageModelCache and improve TextDocument change #2800
• Design built-in plugins
  • Transform any to TS file
  • sourcemap (text -> TS & text <- TS)
• Refactor the internal structure
• detect node_modules changed.
