What problem does this feature solve?

Now with vuejs/vue#7110 in place and vuejs/vuex#1401 we should probably expose vue-router ES module build (minified and non–minifed) so that develpers can use main three vue libraries with <script type="module> and without any build step.

Would you merge a PR that solves that?

What does the proposed API look like?
