Missing keyboard support for Account button and Cookie close button

Current behavior

Account button Cookie close button are not focusable and cannot be triggered with keyboard

Expected behavior

those button should take focus and the actions should be triggered with keyboard

Steps to reproduce the issue

Try to navigate with the keyboard and try to play with Account button in header or close button in cookie bar
